Poland has switched residence procedures to digital-only filing. Since 27 April 2025, applications for a temporary residence permit, a permanent residence permit and an EU long-term resident permit must be submitted electronically through MOS (Moduł Obsługi Spraw) — the online case-handling system of the Office for Foreigners. Paper application forms are no longer accepted at voivodeship offices for these procedures.
How filing works now
- Create an account in MOS and fill in the application online.
- Attach scans of your passport, a recent photograph and the supporting documents for your case.
- Employer's part: for work-based permits, the employer completes and signs its section of the application (Annex 1) electronically.
- Sign electronically, using a trusted profile (Profil Zaufany), a qualified electronic signature or a personal signature.
- Pay the fees and keep the official confirmation of submission.
- Attend in person at the voivodeship office when invited, to give fingerprints and present your original passport.
What this means for applicants
- Submission is electronic. Applications must still be filed while your stay in Poland is legal, so don't leave it to the last day.
- You need a way to sign electronically. A trusted profile requires a PESEL number, so first-time applicants without one may need a qualified electronic signature instead.
- Scan quality counts. Blurry or incomplete scans are a common reason for requests to supplement an application.
- Keep an eye on your account. Letters and deadlines can arrive electronically, and response times can be short.
What this means for employers
Employers supporting work-based applications need someone who can complete and sign Annex 1 electronically. Build this step into your onboarding process so that it does not hold up your employees' applications.
