Digital nomads can now legally reside in Croatia for up to three years, following significant changes to the Aliens Act that came into effect in mid-March 2025. The updated legislation extends the permitted stay under the Digital Nomad Visa Program, offering greater flexibility and appeal for remote workers from outside the European Union.

Previously, non-EU digital nomads were allowed to stay in Croatia for 12 months, with a possible six-month extension. Under the new rules, they may now apply for an initial 18-month residence permit, with a one-time renewal allowing them to remain in the country for an additional 18 months—a total of up to three years.

In addition, the new policy permits family members of digital nomads to join them in Croatia, further enhancing the program’s attractiveness. The changes were confirmed and reflect Croatia’s broader strategy to position itself as a leading destination for remote work.

Key Conditions for Extension Clarified

Croatia’s Ministry of the Interior has clarified that only those digital nomads who initially apply for the full 18-month term will be eligible for the full 18 + 18 months stay. Applicants who choose a shorter initial period—such as 12 months—can only request an extension of up to six additional months.

The new framework offers a more stable and predictable legal status for digital nomads, making long-term relocation to Croatia more feasible for freelancers and remote professionals working for companies outside the country.

Russia and Ukraine Lead in Applications

Since the launch of the Digital Nomad Visa in 2021, interest in the program has steadily grown. According to data from Croatia’s Ministry of the Interior, Russia and Ukraine have consistently led in application volume since 2022, with demand surging particularly after the onset of the conflict in Ukraine.

In the first nine months of 2024, a total of 824 applications were submitted, of which 342 were approved. Among these, the top applicant nationalities were:

  • Russia: 105 approved applications

  • Ukraine: 88 approved applications

  • United States: 51 approved applications

  • United Kingdom: 12 approved applications

As of September 30, 2024629 digital nomads held valid temporary residence in Croatia under the visa program.

Croatia’s Growing Appeal as a Remote Work Hub

Croatia’s Digital Nomad Visa allows non-EU nationals to live and work remotely from Croatia, provided their employer or business is based outside the country. With a Mediterranean lifestyle, affordable living costs, and strong digital infrastructure, Croatia has increasingly positioned itself as a hub for location-independent professionals.

The recent legislative changes reinforce Croatia’s commitment to digital innovation and its openness to global talent, as it continues to attract remote workers looking for long-term European living options without the complexities of Schengen visa restrictions.
