In an important update for international students, Finnish authorities have announced a temporary policy adjustment to support Pakistani nationals applying for a student residence permit for Finland. Between July 9 and August 6, 2025, Pakistani students will be allowed to complete their identification and biometric appointments at VFS Global in Doha, Qatar, instead of traveling to Abu Dhabi, United Arab Emirates (UAE).

This temporary alternative processing location is aimed at helping Pakistani students who are experiencing difficulties entering the UAE, where Finnish identification appointments are normally held.

Why This Matters for Pakistani Students

Previously: All Pakistani student visa applicants had to travel to VFS Abu Dhabi for their residence permit biometrics and identification.
Now (Temporarily): VFS Doha will handle applications for a limited period, easing the burden for many students.

This decision is intended to speed up processing and ensure timely travel for the upcoming academic semester in Finland.

“Pakistani applicants who were on the VFS Abu Dhabi waiting list have automatically been scheduled for appointments in Doha,” confirmed the Finnish Embassy.

Important Information for Applicants

Who Will Be Processed in Doha:

• Pakistani students already on the VFS Abu Dhabi waiting list (automatically rescheduled to VFS Doha)

• Students who want to change their existing Abu Dhabi appointment to Doha (must contact the Embassy of Finland in Abu Dhabi by July 11)

Note: The Embassy will directly contact all eligible students and provide instructions.

No Rescheduling of Offered Appointments

Due to very high demand and limited availability, the Embassy emphasized that offered appointments at VFS Doha cannot be rescheduled. Students who are unable to attend must book a new appointment at VFS Abu Dhabi instead.

Residence Permit Card Delivery

Even if identification is completed in Doha, the residence permit cards will be sent to the Finnish Embassy in Abu Dhabi. Students will be notified once their cards are ready and will be offered delivery options.

Online Payment Required

To ensure a smooth and efficient identification process, Pakistani students must pay their Finnish residence permit application fee online before attending their appointment at VFS Doha.
