The European Union is advancing its visa liberalisation process with Armenia, marking a pivotal step toward visa-free travel for Armenian citizens. According to recent announcements, the draft version of the EU-Armenia Visa Liberalisation Action Plan (VLAP) is scheduled for discussion on June 24, 2025.
The confirmation came during a high-level meeting in Brussels between EU Commissioner for Internal Affairs and Migration, Magnus Brunner, and Armenian Minister of Internal Affairs, Arpine Sargsyan.
A Major Step Toward EU-Armenia Visa-Free Regime
At the meeting, both parties emphasized the strategic importance of finalising the visa liberalisation roadmap. Minister Sargsyan presented Armenia’s ongoing reforms in governance, border management, and migration policy—demonstrating Armenia’s readiness to meet EU requirements.
The Minister also formally invited Commissioner Brunner to visit Armenia in 2026, to observe the large-scale reforms and strengthen bilateral coordination in the implementation of the action plan.
EU Support for Armenian Reforms
In September 2024, EU Ambassador to Armenia, Vassilis Maragos, expressed strong confidence in the successful conclusion of the EU-Armenia visa liberalisation process, provided that joint efforts continue between the technical and political teams.
Maragos stressed that while Armenia has made significant progress, there are still technical areas that require attention. The cooperation between EU and Armenian technical teams is expected to accelerate during the implementation phase of the Visa Liberalisation Action Plan (VLAP).
Political Dialogue Already Underway
The visa liberalisation dialogue between Armenia and the EU officially launched in July 2024, following strategic meetings between European Commission Vice-President Margaritis Schinas and senior Armenian officials, including:

During his visit to Armenia, Vice-President Schinas emphasized that the EU-Partnership Agenda extends beyond visa policy and includes broader cooperation in areas like trade, security, and digital transformation.
